In the US, ice cream trucks are inspected on a regular basis by the local health department for the ability to distribute food.

Ice cream trucks should be sanitary since all of their product is in freezer compartments cooled with dry ice or by compressor units which result in freezing temperatures. The product is not exposed , is paper wrapped, and human hands do not tough the actual product . So it appears there is little chance for unsanitary conditions unless they are created by the driver.

In the US, the health inspectors from the local states inspect everything that does with food, even vendors and stands.
