Although there is no definitive answer to this, keep this in mind.

This specific type of tattoo ink has not been around long enough to have results from any long-term studies as of yet. It will probably be another 10 years or more before there are definitive results as to if there are any medical problems cropping up from the use of them.

The other major thing that you may want to research is the most popular company for this ink claiming that it is "FDA Approved". There is absolutely NO tattoo ink that is FDA Approved for use in tattooing. The only FDA approval that they received was for tagging fish - and not edible fish either, just to track migration and spawning patterns.

The company is taking advantage of people by making them believe that it is safe, when in reality, there's been no long-term testing as of yet.

Now keeping that in mind, if you still want the tattoos done in black light ink, I'm sure you can find an artist to do it for you.

There has been some recent research to show that the luminscence in the UV reactive ink have carcinogenic qualities, despite their "FDA approval."

ASIDE: White ink tattoos do not glow under a black light, as they are seven layers down in the skin, white ends up looking slightly beige after awhile.

nobody really knows since they haven't been around for that long considering the length of time that the art of tattoo has been around. i wouldn't want to get one. you just never know... i would skip it because in 10 years people may get cancer or some other skin disease... who knows.

once upon a time people worshipped the sun... thought it couldn't possibly be bad for you.

also, once upon a time pregnant women were not discouraged from smoking or drinking... now we know how bad that is but it took years for people to figure out the connection.

you can always just get a white tattoo...which would show up under blacklight. especially if you outline it in black.
