Yes, it's the familiar form, but you would hardly want to say this to someone you don't know well, would you?

'Je vous aimerai toujours' would also be used if you were addessing more than one person, e.g.,parents or kids.

The reason you got two different answers, my friend, is because the first one is the familiar form "tu" and the second, the more polite form "vous." Which one to use then? well, it's very much to do with who you are loving. The familiar form "tu" is mostly used today. Yet you may want to be extremely polite with a person you don't know yet the answer. So "vous" may be more approriate then.
