Why do's Zoroastrianism not allow conversions?

I have heard some say it is a world religion. If it is a world religion it should let people convert.

some zoroastrian groups do allow conversion, and actively encourage it, go to http://www.zoroastrianism.cc/universal_religion.html to learn about that type pf Z'ianism or join http://groups.yahoo.com/group/zoroastrianacceptance2/ which is run by converts.
