You might just have something in your teeth. If you want the kiss do it to it and stop worrying about who started it.

I look at the whole Face,lips included. Are you wearing Fancy lipstick? Are your lips a Prominent Feature of you Face? I have had the Urge Kiss a Beautiful Set of Lips on more than one occasion. Then again, I sometimes look at peoples Lips to try to Read them so I can understand what they are saying.Send me a picture..... You may just have extremely Kissable Lips!

Frankly, I admire eyes. I can appreciate beautiful eyes on any girl, wether or not I'm "interested" in her. Beauty for beauty's sake...
Some guys admire ears. Some lips. It may or may not be indicative of him having feelings for you - he may just admire your beautiful lips.
Having said that, a lot of guys just aren't that sensitive and appreciative of "pure" beauty. Any admiration they have for a woman's body has to do with how that body might be used to please him. Most likely, he's thinking about you pressing your lips to some part of his body, perhaps his lips, perhaps he has something else in mind?

He is certainly interested and probably weighing up how kissable they are! Say to him " if you keep looking at my lips you are gonna have to kiss them!"

altho im not a guy.
guys have looked at my lips and then licked theirs.
I think they may want to kiss them. y else would they look at them.
