Well, there is nothing you can do. It is up to your boyfriend.
I would be asking why does he still talk to her?
Do you think he is still into her?
I believe that if he moved on completely, he'd cut her off.
He would change his numbers. His grandparents/parents would change their numbers as well, especially if they know about that restraining order. That is serious business.
Why doesn't he report her to the authorities and let them know that she keeps calling to harass him?
NOTE: If the person doesn't like the attention, they will put a stop to it. -So be careful.

He needs to hang up as soon as he hears her voice. If he talks with her, it only encourages her to call more. Also the restraining order would probably be a violation and he could end up in legal trouble or jail. Maybe he likes that she is pursuing him. What do you think? If you think he enjoys the attention, dump him.

Wow, that's a tough situation. The next time she calls, call the police. She shouldn't be talking to him. Also, if you can, unblock his grandparents' number and his work number so that he knows when she calls.
BUT, if he's talking to her because he wants to, I would seriously sit down and think about if you want to be in this relationship or not. He could still have feelings for her. (Hopefully not!) Hope this helps!

Obviously she still thinks it is OK to be calling him - - either SOMEONE has told her that, OR, they that someone has NOT been serious enough in their "telling her to stop".
IF I WERE YOU, I would INSIST he TELL HER to stop calling WHILE YOU ARE THERE. He needs to really mean it. THEN, he needs to change his number to an unlisted number. No reason for him to be nice to her - SHE is the one who chose to restrain HIM, so she gave up the right to have contact already.

Ya If he really wants her to stop he can Let the Police know what she's doing and that he doesn't want to get in trouble when she's the one calling. Also if she leaves messages on his phone tell him not to delete them and to save all of them so if he does get in trouble he has proof that she's was the one calling. Let him know that he needs to do these thing's because he will get in trouble and to also just ignore her.

change the phone number or you can show that she's the one calling him on the phone statement.... does he WANT to talk to her? if not then maybe he should get a restraining order on her...

report her for breaking the restraining order (it does go both ways). You're right to be annoyed. Get him to report her & deal with it.

He needs to stop taking her calls. And if she never stops, then you need to confront her and warn her if she doesn't stop you will report her.
She is sick in the head, so you need to take this seriously and put an end to it before it gets super ugly.
