In 1802, Jefferson included these comments in a letter to then Secretary of the Treasury Albert Gallatin, and later published in The Debate Over The Recharter Of The Bank Bill (1809).

(I could not find a copy of the letter or debate literature. However, these details are cited on dozens of websites.)
