Well, you may have to go to the police. This is theft. Tell the bank what is going on and how they can protect your dad and mom's account. If they let this go, she will work her way to even bigger things and end up in prison for years.

Move the money again. This time talk with the person in charge of the bank accounts and explain that you would like a code security word added to the account in case someone tries to get into the account. You don't need to explain much but you might mention the person you are concerned with does know all the important information like SS numbers. Make it a real oddball word that she will never figure out.
How about Siamese Cat? This code word should be changed every 30 days. You should also put a fraud alert on all three credit reporting agencies so they can't open lines of credit and credit cards either.

If this is really true, your sister might know your parents SSN and date of birth, but a bank request ID when withdrawing money. If your parents have a bank cash card (debit card) your sister would only be able to withdraw by knowing their pin number, are they giving her the PIN number?
Your parents need to go to the bank and get this corrected. The bank could be at fault for not asking for proper ID.

Whatever bank you go with you need to have on the account that an I.D. must be asked for and it can only be those that are authorized for the account. If you explain the situation they should comply with what you need.
As for your sister, what she is doing is illegal. And who knows who else she could be stealing from. You need to call the police regarding these crimes.

Your parents need to go to the police. It will not stop until she - or she and her BF - is stopped by the law. And your folks should talk to the banks, they need to have some kind of password protection on the accounts. That's a lot of money. Why are your parents such doormats?
