In the movie, the Captain quite literally meant what he was saying. Now it's a throw-away phrase people use in disgust when the wrong person was sent to accomplish a task.

It's someones way of calling you an idiot (ie, that you have the mental capacity of a monkey) I would punch him one in the throat if I were you! Even if he is your boss!
