Yes you need tax and insurance. He would also have to do a Compulsory Bike Test, about £60. Tax isn't much, about £40 a year and i would imagine his insurance will be very low too, as for other running costs, i would imagine they are next to nothing to run and don't forget, easy to park!!

The only things that are regulation exempt are very low powered electric bikes. (less than 0.3 hp/250 watts and 12 mph) Even for these insurance is a good idea. Anything else needs 3rd party insurance minimum, road tax, and a driving licence. As a new rider you have to do a compulsory basic test CBT before going on the road, and then your provisional licence is only good for a couple of years before you have to start again. This restriction doesn't apply if you have a full car licence

Yes.
It's not difficult or very expensive and can be loads of fun and very practical and economical, especially if you live in town.
Also needed, a driving licence, CBT certificate (£80-100 & valid for 2 years unless you pass your Practical test) and MOT if the scooter is over 3 years old.

If your partner is a u.k resident he must have a provisional licence and insurance to drive a petrol powered vehicle on the highway.
