For a project I need to have a 8.5 X 11 inch sheet of paper equal 217,300 square feet (5 acres) how do I setup a scale?

To make it fit you need to know the longest side of your 5 acre lot and make the scale so that will fit on your 11 inches.
Edit: if you use the scale of 1"=21,730' your lot could be drawn as 1 inch wide and 10 inches long. That would be an unusual and inconvenient shape. The total would be 10" sq. on your paper so pretty small. ( 2"X5" or 3.3"X3.3" )
If you scale strictly by the area of the paper your lot needs to be the same ratio ( 8.5:11 ) in shape

First decide what shape you want your parcel to be. Once the shape is determined then figure out how to place it on the paper for the best presentation. Use a scale ruler, a regular ruler will do and make up the scale that fits. Example,
Say one side of your parcel is 10inches long and is suppose to be 1000 ft. The scale would be 1inch equals 100 ft. Just draw the size as needed to fit the paper then measure the parcel and divide the length by the real length and you have made your own scale.

8.5 in. x 11 in. = 93.50 sq. in
93.50 sq. in. : 217,300 sq. ft.

To determine the scaling :

217,300/93.50 =2,324.064171
Square Root of 2,324.064171 = 48.20854873

Therefore, the scale is :
1 in. = 48.20854873 ft.

Check :
(8.5 in.) x (48.20854873 ft./in.) = 409.7726642 ft.
(11 in.) x (48.20854873 ft./in.) = 530.2940361 ft.

530.2940361 x 409.7726642 = 217,300 sq. ft.
