For Word 2003, you can sort either ascending or descending only (alphabetically A-Z or Z-A)

You can not do it with numbers in front of the text if you type in the numbers. Word will sort on the numbers if you do that.

So click the numbering button on the formatting toolbar first to make your numbered list, then select the text.

Go to the Table Menu -> Sort

In the dialog box click ascending or descending radio button and then click OK.

Results are similar to what you requested, although not random order.

You can put a custom button for sorting on any toolbar.
