They look like police cars and people slow down for them on the motorway, but can they actually catch you or do anything about speeding?

Nope

You have to comply with what they tell you to do but they can't do you for speeding....

The Highways Agency Traffic Officers have powers to:

* Stop traffic and close roads, lanes and carriageways;
* Direct and divert traffic;
* Place and operate traffic signs;
* Manage traffic and traffic surveys.

Further legislation covering the removal of abandoned or broken down vehicles is expected by summer 2007.

Failure to comply with a Highways Agency Traffic Officer’s directions or sign is an offence and could lead to:

* A fine of up to £1,000
* Driving Licence endorsement; or
* Disqualification.

Assaulting, willfully obstructing or impersonating a Traffic Officer is an offence and could lead to a fine of up to £5,000 or Imprisonment.

AS such they can't stop you for speeding, BUT
The vehicles do have calibrated speedo's and as such if they are travelling at 70mph and you overtake them they can record time day date and location and act as a witness for a police officer
Also like any member of the public they can make a complaint to the police about dangerous driving or inconsiderate driving and act as a witness and as such they can provide evidence to support a police prosecution.
So though their powers are not the same as police they do have powers that they can and do impose

IF THEY ARE DEPUTIZED TO DO SO.

MANY ARE LAW ENFORCEMENT OFFICERS DOING EXTRA DUTY (O/T) AND HAVE THE AUTHORITY. SOME STATES HAVE ADOPTED A TRAFFIC OFFICER WITH POWERS TO ARREST.

USUALLY THE SIGHT OF A CAR OR BLUE LIGHTS FLASHING AHEAD MAKE THE AVERAGE MOTORIST AWARE OF THE SURROUNDINGS.

I do not think they would have the correct equipment to enable them to test your speed.
