ok, well i like this guy, and he knows that i like him but he followed me and my friend EVERYWERE and he kept on staring at me. so does this mean u like them? or u want to go out with them? or just checkin them out?

It means he's young and full of hormones.
Seriously, if you really want to know what he's like you'll have to step up and make it happen. The only way you'll figure him out is to spend some time (a long time) with him. Take it slow and really get to know him otherwise your both just playn'.

He sounds a little weird. But, I was called weird all my life and I'm fine. I'd say that if follows you around he's definitely interested and maybe shy. One day he might catch up to you or....you could just turn around and approach him and ask "Are you following me?" real friendly and see what happens.
