Ice isnt actually used to make an igloo. Packed snow that is firm enough it can be carved into blocks is used. It is best to work at a spot where there is already packed snow on the ground & dig down whilst building the walls up around you. As a result the bottom is stronger, & it is less work to build. All the blocks should have a inward sloping top, this is the key part of the structural integrity in the design. think of a stone arch...the weight of the top blocks pushes outward also, so if the blocks lack enough angle, it will fall apart. 15-20 degrees is about the amount of angel.

If you dont have a large area of packed snow, you can fill a wooden frame with snow & pack it down firm. If you do this, its easiest to forget the igloo & just hollow out the packed snow enough to function as a shelter(there is a special name for such a thing too but ive forgotten it).
Good luck
