NGO means non-government employee. It's when you take on a job of helping people like adults or orphans overseas who are poor and need to locate people who can bring healthcare, education, assistance to them so they can help themselves to become self-sufficient.

The procedures are in place to help ensure that the organization that is set up to help people actually does so. This is not a bad thing.
