Well if you hair is around that length....use some mousse to style it like that.....you can use a small hair straightener and start from the roots.....when you get to the bottom....do a a little curl to make it have a LITTLE flip like that on the ends
use mousse and some hairspray and you should be good!

First let it grow out, and yes the growing out process will look awkward, then go to a salon with the pic in hand and have them do it for you.

From my perspective, don't cut your hair for a few months, don't wash it, and don't comb it. It's the cheapest way. LOL

u get a haircut,i guess...
print this picture and give it to your hairdresser and ask for this hairstyle.then ask him/her to give u tips how to style them by yourself
