Tax returns are not public. You must have the person sign a release prior to requesting them, in the mortgage field this tax form is called a 4506.

Only if the taxpayer releases it to the public domain. Many politicians do so but unless the taxpayer releases it it is considered confidential information between the IRS and the taxpayer.

No, tax returns are subject to strict privacy laws.

If you want to see your own, you can get a copy or a transcript from the IRS.

If you want to see someone else's, you can't without power of attorney or being executor of their estate.
