God did, as told in the story of the burning bush. Moses was minding his own business in Midian, caring for his father-in-law's flocks when he came upon a bush that burned without being burned up. When he decided to investigate, he heard a voice. The Lord spoke from the bush and said (among other things), "Come, now! I will send you to Pharaoh to lead my people, the Israelites, out of Egypt."
After returning to Egypt, challenging the pharaoh with God's demands and leading his people out of Egypt, Moses continued as God's agent, encountering the Lord on Mount Sinai and receiving the 10 commandments. He then presided over the people of Israel, giving them laws and direction, and taking them to the very edge of the promised land.

God provided miracles to support Moses and Aaron, such as a staph that he could turn into a serpent. Also, the event of the law being spoken by God at Mt. Sinai was for the purpose of insuring the people would listen to Moses:
And the LORD said unto Moses, Lo, I come unto thee in a thick cloud, that the people may hear when I speak with thee, and believe thee for ever. And Moses told the words of the people unto the LORD. --Exodus 19:9

Moses was a political leader. There is a long tradition of political leaders claiming that they spoke with gods -- or were a god. The Greek kings claimed to speak with the gods. The Roman Emperors claimed that they would become gods. The japanese emperors claimed to be gods. And Moses claimed to talk with God.
I often wonder why people believe Moses but reject all those other political leaders.

They said that the reason why Job went through so much trouble was because Job sinned against God. But Job did not. So the only way God would spare them was if Job prayed for them. Job was tested. The problem with your thinking is this: you believe God chooses only those who are qualified. But the truth is, God chooses anyone he wants, and then God qualifies that person himself.
