Check with the local police or fire department using their non-emergency number. They can usually give you an answer. You don't say which town or state. It could be in honor of some family being notified in your town of a casualty in the war against terrorism and the town's authorities decided to honor that person who died. You can check the below link. It lists the names of those who died in the past few days in the service, along with their home towns.

when in doubt about something that is going on in your town go to the chamber of commerce they are always willing and ready to give a helping hand when questions need to be answered I hope you find out why the flag was at half- mast

It could be a few thing one being a famus person for the GOVERNMENT has passed on, IL has lost another soul to the Iraq war or they just forgot to put it back to full mass.
