I live in Houston,TX and will be out of the country when the taxes are being done.

1.
Are there any website(s) that I can go on to,to still do my taxes ONLINE?

2.
Me being a PERMANENT RESIDENT,
NOT a US citizen yet,
are there any form(s) in particular that I need to file?

3.
If this will be too difficult to do,
do they sometimes do exceptions and let you do your taxes a bit later?
I have heard that it's possible to get an extention on the due or so,is this correct?
If so,how long would that be?

It may sound od,but I don't know since I'm not from here!

I'm a permanent resident as well. You would file a regular 1040, 1040A or EZ depending on your earnings and income streams.
if you have tax obligations from your former country there may be implications on your US return.
You can get extentions to file, but if you owe money to the IRS interest begins to accumulate from April 15. Generally, there is little advantage to an extention.

1. You can link up to the Free E-File system through the IRS homepage. Access to that could conceivably be limited in some foreign countries, though. There are a number of sites where you can prepare your return on line and e-file for a fee. You can also purchase tax prep software and prepare your return that way. You should purchase it before you leave, however, as it won't be available outside the US.

2. You file the same returns as a citizen. Bear in mind that as a resident, you are taxed on your world-wide income from all sources so if you have foreign income it must be listed on your US return. You can take a credit for any foreign income taxes paid against your US tax liability. File Form 1116 with your Form 1040 return.

3. If you are ordinarily resident outside of the US on the filing deadline you get an automatic 60 day extension of the deadline to file your return. Or you can apply for an automatic 6 month extension of time to file using Form 4868. This is only an extenstion of time to file, any taxes due are due on April 15, 2008 or you will be penalized for late payment of tax.

There are many software companies that will let you do your return on line. You might even be able to do it free by using the Free File Alliance which you can link to from the IRS homepage.

If you are out of the country on the due date of the return you can get an automatic 60 day extension to file by attaching a statement to your return stating you live and work outside the United States. Or you can get a 6 month extension by filing form 4868 before the due date of the return.

An extension only extends you time to file, not your time to pay. Unless you taxes are paid by 4/15 you will be subject to Failure to Pay and Interest.

If you are due a refund there is no penalty

Most of your questions have been answered. I just want to add that, even if you cannot file online, you can download the forms from http://www.irs.gov and file from the country in which you are. Paper tax returns are mailed to the IRS anyway, not personally delivered. The only problem would be if you are somewhere with no mail service and no UPS, FedEx, or DHL dropoff locations.
