Run Registry cleaner from CCleaner. Right click on the icon does not give you an option delete? Is this program still on all program list and in Add and Remove programs?
I would install it back. Then open All Programs from the Start and in this list when you click on it there should be an option Uninstall. Do it from here not from Add and Remove.

If you've uninstalled the program successfully, right click on the icon and choose "delete".
