can I change my licence photo before the 10 year period and is there any charge

Of course you can change it, and of course they will charge you. Just loose the old one.

Only is there is a phycical change
If you feel that you have changed sufficienlty to warrant it then you can but there is a charge the cost of a replacement licence and you need to go through the verification process again too..
As many fakes are now out there be expecting a lot of quizing as to why and can you really confirm that the short haired blonde is the same as the hursuit brunette replacement!! etc.
not saying that you are either but an example..

Go to/call locall Dept. of Motor Vehicles for info. I don't see any problem; probably minimal fee, but must check local!!

Yes you can update it, and it seems there is no charge.
