Do you think it is practical to solve the productivity problem by hiring more programmers or systems analysts?

The program manager should determine if there are sufficient number of programmers to do the project. If the answer is yes, then , the systems analysts pin points the problem with productivity.

Contract out workload generated by peak demand and keep the core group the same size.
