All countries are "developing". Development has to do with both progress and change (improving health and education, improving local people's involvement in government, improving the effectiveness of government, helping people create sustainable livelihoods, helping women achieve equal access to jobs and education, etc.), but development also has to do with protection **FROM** change -- protecting environmental resources, preserving local languages, preserving heritage sites, etc.
There's no way anyone can answer your question here, as there are endless numbers of books, journals, conferences and online debates about such. And I do mean *endless*.
