My NRI friends are prepared to uplift village life but not Govt duties like Roads, light, schools etc. Like Computer education to Students, can we do them any other thing. Fund upto 1 lakh to begin with is OK.

What country are you in? Are you a registered NGO? Or are there NGOs in your area, or near your area, already providing computer education and other services to "poor teenagers"? You need to gather information on all of the NGOs working in your area, all of the initiatives that are focused on teenagers, and you need to gather a group of dedicated, enthusiastic local people who are ready to do whatever it takes to either expand another organization's efforts to your area, or, to start your own NGO. You need to network, network, network, talking to all NGOs in your area, all government offices, all universities working in your area or near you, all media that cover your area, and any UN offices in or near your area. You need to build a lot of support for this initiative among lots of different people and organizations.
