Sigh! Like most U.K. citizens, I have to convert that to stones before it means anything to me.
At least it's an easy mental calculation. Well, It seems that you are about 2 stones underweight, so yest 170 pounds would be perfect for you. But you shouldn't try to do it by eating junk. First of all, if you haven't finished growing yet, leave it, and it will probably sort itself out. Secondly, if you are fully grown, make sure there are no underlying abnormalities, conditions that could be causing you to be underweight. Finally, make sure your diet is healthy, and well balanced first of all, then just increase your carbohydrate and protein intake slightly, steering clear of extra sugars. Full cream milk, meat, bread and pasta should do the trick. But be wary of too much rice. It's a very high G.I. food and there is a theory that too much of it can lead to diabetes.

First, how old are you? Second if you are from a naturally skinny family you could be what we call an Ectomorph.
"Ectomorphic body type (sometimes referred to as the "banana") is characterized by long arms and legs and a short upper body, high forehead, slightly narrow shoulders, and supposedly have a higher proportion of nervous tissue. They also have long and thin muscles. Ectomorphs usually have a very low fat storage; therefore they are usually referred to as slim. Famous ectomorphs include Christina Aguilera, Johnny Depp, Kate Moss,..."
If this is the case focus on resistance training to build your weight up with muscle. You can't eat your way out of this because even skinny people get fat. The have lump in the middle.
Good Luck

Get some bodybuilding mags and read them. You need to increase your protein intake and work out with weights. 6'1" and 140 seems very thin to me. Check this site for more information: http://www.cdc.gov/nccdphp/dnpa/bmi/
