The cheapest ways to get any engine faster are to get it to breath easier. An intake and an exhaust as has already been mentioned. Then get it reprogrammed. After that, there isn't much you can do without tearing into the engine. Cams, larger injectors, higher compression pistons, and all that type require more money, especially if you have someone else do the work.
You could also try to lighten it. New lighter wheels. Guys go as far as take the back seats out and interior panels. But, this is a camry as others have mentioned. I don't see why, but it's your car.

ALL Camrys are grandma cars. Do yourself a favor and sell it, in favor of something that won't leave people wondering "what the **** are you thinking?". Some good suggestions are:
Toyota Celica
Toyota Supra
Mitsubishi 3000GT
Mitsubishi Mirage (good for sleeper Lancer Evolution projects)
Mitsubishi Starion/Chrysler Conquest
Mazda RX7 (Rotary engine, do your homework
Toyota AE86 (Corolla GT-S/Corolla Levin/Sprinter Trueno)
Nissan 240SX (either the S13 or the S14 models)
Honda S2000 (only if you get a LOT for your Camry, or find a REALLY good deal)
Lexus IS300 (It's a Toyota Altezza)
Nissan Z, any model (240Z/260Z/280Z/300ZX/350Z)

But SERIOUSLY, to go faster means to make more horse power. To do THAT you need mor FUEL. To do THAT you need more MONEY. Of which you will HAVE NONE because you spent it all on the "pimped canary"
What to buy?
Try A US Savings bond.
If you want a bit more juice buy into a good mutual fund
At a paltry 10% average yield a year in 7years your $3,000 will be worth $6,000 and in 2 years the pimped canary will be dead.
If you made $25,000 this year and put the $3,000 into an IRA the feds will give you a straight $3,000 OFF of your adjusted gross income. THAT could be as much as another 5-600 bucks you don't have to pay in taxes IN YOU POCKET.
Think about it. Once you spend the money on toys, it is GONE forever. And the canary ain't far behind.
