ancestry has A.E. Winner and Pearl, living in Ramsey co, Minn. in 1900, and Bessy's birth is shown as March 1888, with immigration shown for her and parents as 1888.
Many census ages are off 1 yr either way, often due to confusion. Technically, the enumerator was told to ask "how old was this person AS OF 1 JUNE" , even if he actually arrived in April or August. This is intended to stabilize the official census date, even when it is physically impossible to be at all homes on the same date.
If June 1 was the date for the 1900, clearly she should have shown 22 (as of March). Using 21 led to an estimate. In your case, the estimate is simply an error. If the family "thought" the age was to be "as of Jan 1", it would have been prior to her 22nd b'day.
This misunderstanding happens a LOT. The 1900 is the only one including month and year of birth, which for Bessie, shows that she was born in March, and immigrated as an infant. I know of many instances where ages are fibbed about, sometimes for the purpose of starting school early or qualifying for benefits.

According to the census of 1900, Bessie was born in March 1888 and immigrated with her parents later that year.

The only thing I can say, is the "about" in front of the year stated is an approximate guess on whomever was taking the census. You can pretty well figure it out by using 20 years as a generation.

Birth year is an estimate, based on her given age of 21. So it is quite likely that she was born in 1888.

With the 1900 census you should be able to find the month and year of birth - this might help you narrow down the search for their passenger list.
