if i claim three all year long on my taxes and found out later that i can only claim two because my brother has to claim himself, can i change it before the end of the year ? and if i dont, will i be penelized by the irs for claiming three all year and only filing for two when i do taxes. will they want to know what happened to the other dependant.

You can change your W-4 at any time, but the changes will only affect future paychecks.

The IRS won't ask what happened to the other dependent - actually, there are a number of reasons other than dependents that let you claim extra allowances. But when you file your return, you might come up short and have to pay, or your refund will be smaller if you still get one.
