More than anything she needs to know that you are there for her. She needs to talk to her parents but if she feels like she can't do that she needs to find someone else who can help. A counselor, a social worker or someone of that nature who can intervene. Just let her know that you are worried about her and that you are there for her no matter what and then do that. She will thank you for it later.

Help your friend out and if that doesn't work,get her parents help or the police or anybody who will listen.

she needs to talk with her parent(s). they are the people responsible to issue control in their own home.
