Everclear is 190 proof (95%). This is the strongest that you can buy out of a liquor store. The strongest that alcohol can get outside of a vacuum lab is roughly 191.2 proof (95.6%). It is possible to get alcohol 100% pure (200 proof), however, once it is remove from a vacuum chamber, it will literally suck the moisture out of the air and rehydrate itself back to 95.6%.

Everclear is 190 proof. It's just a grain alcohol. It's near azeotrope, anything higher (100% for example) requires special processes which increase cost.

I've seen 5 gallon buckets of 200 proof ethanol. It was safe to drink, I mean as safe as 200 proof can be. It was at a university lab, so don't expect to walk in and buy any.

Don't know what liquor it is but it's probably grain liquor. I know the highest proof I drank was 191 and it was everclear. You can buy it in any state that isn't over religious.

I'd say Bacardi 151. Unless you want grain liquor, but that takes like butt. You can get 151 at most all liquor stores.

Everclear is the strongest liquor. It's 100% pure alcohol and can be found at any liquor store.
