Without knowing what state you live in, it's hard to really give you much advice on this question.
Past that, I'm very much inclined to say that the relationship really won't last long. The 17 year old will end up growing tired of him and will end up wanting to go out and have fun with people her own age. It might take a year or so, but I'd be surprised if they were together much longer than a year.

Gonna tell you right now. You're too young for that. The age difference ( and possibly the maturity) between a 13 year old and a 17 year old are light years. Guys at that age aren't exactly trustworthy . Trust me, I'm a female that's 17 I would know. You don't know what he's done, he's a lot older than you, and he might. MIGHT. pressure you into doing something you don't want to, and you'll want to do what he says just to keep him liking you. Don't say you won't have sex. Almost every girl that ends up having sex has that same menatlity you do. You don't know until you're in the situation. Just be smart. Think of the pros and cons. Just dont get hurt. Good luck :)

How about letting him live his own life. It's not like he is being targeted by a 30 something woman as a boy toy. At that age it is very unlikely that it will lead to something permanent. The only thing that will keep them together is if people try to force them apart.

If they are not having sex, it isn't illegal. If they are having sex you'll have to check the laws in your state. Where I grew up if both teens were under 18 then consensual sex was considered to be between 2 people no more than 4 years apart.
