Guys are not mind-readers. In fact they are really lousy at figuring out what women think, need, feel etc. You have to let them know. He may get the idea if you flirt, are friendly, and pay attention to him in addition to staring, but there are some guys who won't get it even if you hit them with a rock.

No I try to make eye contact with most every girl. So I dont make any assumptions if they return the eye contact. Of course if they hold my eye contact for a significant period of time I might start to think that they like me.

i am not sure because i am not a guy. but my boyfriend seems to think that girls like him because they make eye contact with him. i try not to make eye contact with other guys because i also think that a guy would assume that i like him or want him to talk to me if i did.
