Are you yourself American? you could always marry him and apply for a visa for him as a spouse. However even if you did that he has a ten year ban on entering the States. So that would not help.

Are you British or are you are on British visa to work in the UK? If you are you are looking at a whole different ball game, If he was to come to the UK on a work visa he would be coming under his own merit not yours or as a dependent on you as you are not married. If applying for a visa they may look at at his ten year ban as a negative factor.

If he has a degree or could apply though the HSMP visa program. You could always co and live in your home country and apply to get him there, that would a positive step in the right direction, and then move about as a couple.

Maybe, you should both move to a new place. Maybe one of the Islands that you wanted to go to. If they won't let him into P.R. because it's an American Commonwealth than how about D.R. it's easy to get in there. But I don't know what the employment is like.

Apply for work in UK and when accepted, request for a contract of employment and apply for a working visa at the UK embassy.

no. all visa applications must be initially sought from your country or residence/nationality. Once granted they can in some circumstances be renewed or extended from within the UK. I am an immigration solicitor with 17 years experience of such matters.
