I assume you are refering to the NICS check or state check coming back as "delayed" or "in research". This simple means there may be some possible confusion between you and a prohibited person and the check simply needs to be researched further to prevent either denying your purchase when it should be approved or approving a puchase that should be denied. BTW I had a regular customer at a place I worked that was a retired state police officer and was currently working for the FBI at the NICS center in Clarksburg, WV. His NICS check always came back delayed and would take 3 to 5 days to be approved. I teased him about it every time he bought a gun.

Where are you? 'Approval for purchase' sounds like you have to have a permit from police before you can go to gun dealer? sounds like New York or Illinois for FOID card or Massachusetts. What kind of rifle action?- Cincinnati known to say no self loaders as they call them assault weapons, some places in California also known to be picky, LA police told to accept some firearms permit applications at front desk but there is no money in budget passed by city council to process application unless special council/mayor approval of money- only happens for their special friends. Basic deer rifle in many states is go to dealer, show Id, pass background check and any state waiting period, complete 4473 form and take out. Please clarify.

there are many reasons for delay. I get delayed every time i go to purchas a firearm because my SSN is one number off from a guy that deserted from teh navy. I found this out a long time ago when I was trying to enlist in the Army. They were trying to throw me in jail while I was at the meps station because my recuriter accidently gave them the wrong SSN.
Mine is 6XX-XX-XXXX
His is 5XX-XX-XXXX
Where the X's are are all the same numbers
You could have a social close to that of someone the police are looking for.

Bureaucracy. The lawmakers can't understand that it is very unlikely to ever be used in a crime. This varies from state-to-state. Sounds like you are in The Peoples Republic of Kalifornia.

Because they want to make sure you're not a psycho.
...doesn't really matter much because you'll have the rifle in hand long before the results come back anyway.

well hummmmm, this is soooooooo hard to figure out, MAYBE, and this is just a shot in the dark, get it??, but they may be trying to stop the nutjobs that want to go hunting at universities and malls and maybe some banks or gas stations, now this is just a guess though

back ground check in some states this year new laws if you have any traffic warrants you cant even get a firearm

They are just running a background check on you.... that is your states gun laws.... it will take time.... a day or 2 or more.... as long as your not a criminal you will be ok... :)
