Nowhere. We know this only by the infallible word of the Holy Catholic Church, which discerned and defined the 73 inspired books of the Holy Bible under the guidance of the Holy Spirit, at the end of the 4th Century, once and for all time.

Some people think that men chose the books that are in the Bible. They think this because it is a fact that hundreds of years ago, certain groups of men held meetings to vote on the books they thought belonged
in the Bible. But the truth of the matter
is, no book could get into the Bible unless
God inspired the book. When the groups of men met to discuss the Bible, they did not have the power to vote some books in and others out. The councils merely made it clear that they recognized the books God had inspired.
God inspired the books of the Bible, and no vote by any council could change that fact.

The Deal is Sealed.
No new books will ever be added to the 66 books found in the Bible that we have today.
God has told us that His Word was “once for all delivered to the saints” (Jude 3). God also said that He has given us “all things that pertain to life and godliness” (2 Peter 1:3). No one will ever write a new book that fits into the Bible, because God is finished telling people what to write. He has given us everything we need to know.

By approximately the end of the first century
A.D., the 66 books we have in our Bibles were the same books that the early Christians used. Through the centuries, God protected these books so that we could use them to learn about Him, His Son, and the church. How blessed we are that God gave us the Bible!

Actually it took about 700 years for the NT canon to be recognized by the entire Catholic Church -- the canon of the NT was recognized in various degrees up to that point -- many of the Church Fathers and Sees of Christendom affirmed parts of the NT canon we now know & many contain the entire 27 books. However, it took time, reflection & discernment by the Church to collate the 27 NT canon -- books like Hebrews, Revelation, and the 3rd letter of John took centuries to gain acceptance.

However, let's NOT discount the internal evidence in the NT for the Scriptures, as the Catholic Church included this evidence along with tradition in their discernment of the NT:canon:

"His [St. Paul] letters contain some things that are hard to understand, which ignorant and unstable people distort, as they do the other scriptures..."
2 Pt 3:16

St. Peter equates Paul's letters as Scripture .....

Lastly & historically -- the ancient Church setteled w/ varying degrees of recognition the LARGER OT canon based on the Septuagint --hence the Bible contained 73 books not 66.

The books of the Bible started out as a collection of letters that the first- and second-century Jesus followers collectively agreed were inspired. There was no need to come up with an official list of books until some began to try to include books that weren't inspired. To preserve the list against this heresy, the canon was formed.

Nowhere. The books that are chosen to be included are chosen by the church. If you want to check out the books that did not get chosen, look under the Apocrypha. You will read about contradictorary claims, and other interesting thoughts.
