Can they find out the name of the person who lives there. I'm talking about just any average person, not like a cop or anything. And also if it doesn't state the street address in the phone book to identify the person.

yeah. It's really simple. Because of the freedom of information act you can put in a phone number or an address and find out who lives there, their neighbors, and their family members (and where they live).

Could be. Lots of directories on the intenet can work backwards, and our city has the tax amount of every property, and who owns it
