Skim milk has no fat, 1% and 2% have that much fat. I believe whole milk has 4% fat content.

it is related to the fat content.. whole milk is milk that does not have the butter fat removed.. and for my money whole milk is the absolute best.. homoginized milk has most of the the butter fat removed except for about 4 to 5 percent..that is commonly refered to as whole milk, but it is not, skim milk has as much as 98 percent of it removed or 99 percent.. the less butter fat the more water..

Percent of fat content is the answer however I think skim is a short form of "awful chalky water".
