What you refer to in simplistic terms is one of the many results of a complex shift in social dynamics.

People, especially wealthier white people (or Japanese, etc. any first world country) are having less kids nowadays. They are letting all the poor people and immigrants have kids while they drive leased BMWs and drink frappuccinos. Many healthy women are having zero kids. The point of not putting out in the past was wait till marriage so you could have kids, a family, etc. Now even if people get married they may not have kids. A married couple is not a complete family, just a more official boyfriend/girlfriend setup. So the whole point of not putting out is defunct. So why should women not put out?

Also, easier access to birth control is a big factor.

Not all girls put out so easily. It all depends on the girl to be honest. Different girl, different reason. Major reasons could be the fact that the media and society put sex at such a gaudy standard. There's also the matter that the girl could feel it's perfectly acceptable because it's her body. Or they could feel pressured. There's a lot of stuff that needs to be taken into consideration and sometimes a lot of mental turmoil that people don't see. Not that I'm endorsing girls putting out easy but... they do what they do.
