Several officers can speak Spanish for further questioning or in case someone is injured, Gendron said. If officers encounter a language they don’t understand, they will probably contact an area hospital to help land an interpreter, he said. Federal law requires hospitals to have access to interpreters of all languages, he said.
Police officers can also seek language translation from 911 operators, Lohmann said.

hmm can we say reason to take you in, where he may not have had the reason before. This is often a requirement if a person does not speak English or there is not a translator available. I guess if you have time and money to burn, and do not mind spending time in the police station or in jail, go for it, but if it is learned you can speak English, you can add fines and maybe actual jail time as well.

First off, English should be mandated for all official government business. Some proficiency in English is already required to become a legal U.S. citizen.

If the person is illegal they should be detained & deported.

If the person is a legal visitor to the U.S. then they should be detained until a translator can be found or they can be transported to a different facility where they can be questioned.

If the person is a legal U.S. citizen they should be detained & charged for a crime for not speaking in English.

Now, these are the things that SHOULD be done in my opinion.

Be real careful about the gibberish.
There was a real case of a lady who spoke a rare
middle european language. She was incarcerated
in an asylum for years before some-one realized
she was sane.

I would play it self by learning a few english terms that will let the officer know that you mean no harm.

Such as :
Hey! Is that your real nose?

Or
When it's windy, does your head whistle ?
