That's 1/3 Of One Mega-Pixel (Roughly 320X280) E-Mail Size. Not Enough Res For Even A Decent Wallet Size Print.
You Could Get A 3.0 (Three Mega-Pixel) Camera For Around $20.00 That's TEN TIMES More Resolution.

P.S. Yes, 0.3 Megapixel Is Very Poor Quality. These Days Even 3.0 Megapixels Is Considered LOW-END)

The image resolution does not directly affect things like colour brightness and other quality factors. All the resolution specifies is the dimensions of the photos in pixels (width*height), and thus higher megapixel ratings will give more well defined photos and also allow you to print larger photos without noticeable blur/blockiness. So, the VGA camera is either high quality (despite low resolution), or the higher resolution cameras are of poorer quality (despite higher resolution), or both. Also, are you seeing the brighter colour in prints of the photos from each of the phones, or just on the displays? Because if it's just on the displays, then it may just be that the phone with the VGA camera has a nicer display.
