I applied for a job. The HR office mailed and asked me to fill an application data form (Demographic data such as race, origin of birth, military status)

They claimed after they received the demogrpahic data. They will review my application.

Since I have applied for the job. I have been updated my resume. Should I send the new resume, cover letter, and references to them? Do you think I have a chance? Please advice. Thank you

Yes send it with the cover letter. It is good to bug an employer to keep him on his toes.

By all means send the revised resume. I would include a note stating I was enclosing the updated resume and calling attention to the new information. Unless you are changing the position for which you have applied, I would not send the cover letter again.
