As long as you stay off the network NO it does not. You are just looking at the content of your own phone without calling out.

Bluetooth is a short range wireless link. It is handy for phones because you can get a Bluetooth headset (microphone and earpieces) and wear it without a wire coming out of your phone. The Bluetooth headset talks wireless to your phone which can be in your pocket while you are using the headset.

if you are just going through the menu options or using your camera, there is no minutes used, just uses up your battery faster. but if you start sending pictures or select certain options in your menu, it can connect you to the internet and that you will be charged for. if it says "connecting" on your phone, press the "END"key cause you will be charged for internet. also bluetooth is wireless technology. it allows you to do things like use a wireless headset or download/transfer info/ringtones, etc.... from one phone to another or from a computer to the phone.
