Yous should be able to live off base without much of an issue. To my knowledge, above E5 was off base in Japan. Yokuska is in an urban area, so you will need to have a car to get to and from work. Without that, you won't be allowed to move off base as there is no way for you to get to work. You will have to buy a car when you get to Japan, but most people get a used car that isn't overly exspensive. Tokyo does get warm and humid in summer. Some off base homes may have airconditioning, but electricity is costly. It will not be a central AC unit like you may have had here, but may end up being smaller room or window units. If the rental does not have one, you will have to see if the landlord will allow them. Heating is generally provided by kerosene heaters. Tokyo does not get the hard winters Misawa did, but it will get cold and snow some.

Plenty of single E6s live in Barracks, or you can choose to live in town as well. They just built two or three new enlisted towers for singles..mostly for ship personnel.. Several options ofr Off base.. you can choose to rent an apartment or home with buddies, one friend of ours lived in the Hotel Yokosuka (and others live in the Hotel New Yokosuka) and used his bathroom as a closet to store his dive gear.
as for HVAC. that was always a sore point. they turn it on or off after X number of days at a certain average temp.. and INVARIABLY two weeks later the temp would take a major dive or leap, leaving you sweating or freezing, depending on time of year.
Off base, they don't really have AC and heating is only one room at a time. There is a lending locker where you can get heaters and portable AC units.

frequently, male missionaries are to no longer call on single women folk. in the event that they actually mandatory or had to make the visits, they'd organize for yet another ward member to pass with them. Homosexuality no longer an element. contained in terms of the elderly guy, they'd call on the guy, and would invite a ward member to pass with them. the main element interior the question is any visual allure of impropriety. It's a nice base. I was so impressed with the amenities on base and just off base. But I was stationed in Misawa, so it didn't take much to impress me.

Why the hell would the BEQ allow anything but bachelor enlisted personnel ? I think you should go to bed, it's past your bedtime !
Japan is a modern country with all the amenities of Los Angelas, or any other place in the US, of coarse they provide this stuff.
