Some poor answers!
Blu-ray and HD DVD players upconvert and play normal DVDs. In general, HD DVD players are the better upconverters.
I have an HD DVD player (HD-A2) and while it is a slightly inferior upconverting player to my Oppo 971, I still use it to play DVDs on my 720p projector, and the picture is pretty darn good on my 110" screen. Not quite as sharp as HD DVD disks ... but close. I suspect it wouldn't be as close if I had a 1080p projector.

Blu-Ray players can play standard DVDs. And they don't change the DVD formatting or alter the disk in any way. But, a standard DVD will not have the high definition of a Blu-Ray disc, and playing a standard DVD on a Blu-Ray player there will be a minor but noticeable reduction in picture quality compared to playing the standard disc on your regular DVD player.

Most can and most will do both. But............ as you gave no model number for the model you have or are considering you can not be sure unless you read the manual or remit the information!
