Make sure you are baking at the correct temperature. Also what type of cookie sheet are you using? Those very thick heavy models conduct too much heat which cause the cookies/rolls from getting burnt at the bottom. Try using a silicone cookie sheet cover (can be purchased for under 10 dollars at Target/Walmart). No grease or oil is even needed. My croissants and cookies come out perfect all the time!

Use light colored pans or silicone cooking mats

Rotate the pans while cooking- rotate pan, front to back, top to bottom- about 1/2 way through.

Control the heat better- pan of water, pizza stone, some furnace bricks, etc. will help moderate hot spots in 'iffy' ovens.

Better timing. Remove cookies BEFORE they start to brown- if they are done in the oven, they will be overdone as they keep cooking for a couple minutes before they start to cool.

Use butter, those spay on butter that grocery store sale especially for baking. Also leaving them in long make them burnt on the bottom. i made some cookies the other day!

I use parchment paper on the bottom of all my cookie sheets, and I have never had a burnt "bottom" on a cookie.

Get an oven thermometer and check the actual temp. It may be higher than the temperature you set. Also, try moving the rack one notch higher in the oven.

parchment paper works so does resting (or doubling) 1 cookie sheet in another.
