Either Way It Looks Multi-Lighted. - A Base Color With 2 Or 3 Highlight Colors You COULD Do It Yourself IF Your Hair Is Light Brown Or Lighter. If Not, See A Professional. The Waves Are Just A Curling Or Crimping Iron.
P.S. The Colors Are Available In Most Beauty Supplies - The Box Colors In The Drugstore Are Too Gentle To Achieve This Result Unless Your Hair Is Already Blonde.

That is more of a bleach blond look not much tonal value but it works. I think her hair could be naturally curly however hot rollers or curling irons can produce the same look if your hair can do it. I also suggest taking that picture to your hairstylist and asking if that is a possible look for you and how to maintain it. The hardest thing about color is maintaining it.

but wash your hair the night before you want that style and when its almost completely dry but slightly damp, plait it.. i do about 15 plaits in my hair which is quite thick. Go to sleep with the plaits in and in the morning before you take them out spray lightly with hairspray, take them out, and you'll have beautiful waves!
