He or she wouldn't. Claiming free will, like most christians and theologians do to this type of question, does not solve the issue of an all good god.
Here's an analogy to make my point: I give you a car and damage the brakes on it. I tell you to go for a drive knowing that harm is coming your way. Then, I create a mechanism for you to escape out of the car. Have I done a good thing?
An all knowing god would have the foresight (hindsight too because he is supposed to exist in the future at the same time) to play out every possible scenario and all possible worlds.
accordingly, the best idea proposed was a cruel world in which feeble people are responsible for their own fates, working with limited knowledge.
We need free will because He needed to be loved, worshipped, or to excercise his authority I guess. He was lonely and bored or something. But then again, if angels doubted and were cast down, is this not free will also? so why us?
I digress.
Either Heaven and Hell do exist and god is not all-loving, all-wise, and all-powerful, or god does not exist.

People are so desperate to have a reason, a purpose, anything..., that they cling to some misguided idea that there is a supreme being with a plan. When they want something, they pray for it.
There have been studies done about dying people, and they looked at those who were prayed for and those who weren't. Guess who died the most? The ones that people prayed for!! If there is a god, he's pretty twisted.
There is no hell, there is no heaven. This is it. Make the most of it while you are still here.

protestants that broke off like daughters upset at their mother ,, took this doctrine with them as well as the venerable day of the sun when they split with the mother church.. well she calls herself ths at least,. the truth be know many doctrines the modern christian church has is from the rcc [roman catholic church] they still hold onto some of their mothers apron strings believing after all these years and much advanced knowledge of scripture , i might add, that this tradition is ok to practise,,
