I work and volunteer for the red Cross in Kansas city and I know what you mean. We don't even have a really good youth program here. Maybe the red cross could come out to your school or others and talk about what it means for them to volunteer. Have a social hour (traditional red cross fundraisers) and invite all the local high schools. Start showing up to the health fairs and places that the red cross frequents in your area.Maybe a class will make community service a part of the grade and then you have more volunteers (is it still volunteer if a grade hangs over yur head?)

Posters and ads in school newspapers and the community newspaper, specifically targeting potential teen volunteers.

MySpace and FaceBook profiles for this organization, specifically targeting potential teen volunteers (and keep it UPDATED, with regular blog entries and new bulletin announcements)

Ask to speak at youth groups at communities of faith (mosques, churches and temples). Make the presentation fun, short and enticing.

Think about non-traditional groups: goths, punks, whatever -- where do they gather? Clubs? Tattoo parlors? Put posters in the bathroom recruiting them as volunteers.

Make sure you have clear instructions on your web site regarding how to get to your organization via mass transit -- many teens don't have cars.

If you have an open house for potential teen volunteers, make sure food is served, it's very welcoming and lively, and that teens get a good sense of exactly what they will get out of volunteering.

Our volunteer coordinator at our chapter recruited girl scouts and boy scouts. I am at Carolina Lowcountry Chapter. You could try local high schools and colleges too! We have also set up tables during job fairs when young people are seeking employment
